He is included in the 9/11 Commission Report working at the FAA's “New York Center” (ZNY, ARTCC) during the attack. “Scream really loud” if you see incoming, “Boston [Center] evacuated,” are among other pertinent pieces of history deemed worthy of saving by the Report. The first 45 seconds of this tape certify the evidence which has been edited (parts cut out) but not otherwise altered.  On 9/11, Robert is seated in control of ZNY’s MANTA, Sector 66, from minutes 54 – 59 in this testimony (numerous audio lines feed into the sector, only some recorded here). This preserved section takes place hours after the initial strikes, though Robert participated in the defense of America's skies all day that day, even working overtime. When he says “Echo Tango” in the excerpt it is a legal ATC verbal signature (identity), ending his briefing to another controller, releasing him from sector responsibility and sealing him as accountable for the information relayed (best not leave anything out!) and whatever took place during his time in control of the sector.
