My request for assistance has the potential to benefit an entire community, including Disabled Veterans as well as the elderly with limited incomes. I have recently filed suit against the municipality of the City of Titusville (COT), Florida. And to be clear, my street is NOT the only one in this city that is suffering from the below. Should we be Blessed to win, this suit will set precedent for others moving forward and possibly ending the fraud and corruption that has plagued the Space Coast for decades.

For DECADES, the City of Titusville (On America’s Space Coast no less) has purposefully LIED to the constituents concerning a city owned canal / retainage ditch and city owned concrete block wall that was put in place to PROTECT our properties from theirs, that abuts the south sides of our properties. The COT has refused for decades to maintain their wall and canal that is specifically called out in the COT Master Stormwater Management Plan, lied to us repeatedly and has caused egregious damage to our properties as well as home due to shifting caused by our properties washing into their canal due to their refusal to maintain. They have stated the canal and wall are not their responsibility yet; to shut us up, they placed rip rap and coquina rock against the very wall they claimed they did not own. I have filed Tort Claims only to have them denied, I have reached out to EVERY State of Florida entity imaginable, including Governor DeSantis, only to have none willing to step up and force the COT to follow their OWN Storm Water Master Plan and make us whole. We have had 3 DISABLED VETERANS that this affects, sadly one who has recently passed, waiting for this city to admit fault, apologize and repair the damage THEY caused but it has become clear they not only DESPISE those that gave all for this country, but they are hoping all will pass so they wont have to take ownership of this willful and purposeful neglect. The pictures I am attaching are but a very small amount of the treasure trove of receipts I have over many years, imagine what full discovery / disclosure would look like. This city is corrupt, and I am convinced they are using taxpayer money to appease contractors and builders, NOT the residents.

The flooding in Brevard and Voluisa counties in October 2025 has NOW caused a collapse of the SOUTH side of this canal, which I have warned the COT of in the past and sent them the following pictures only to be ignored yet again. There is NO FENCING blocking access to their canal that abuts the property of an apartment complex, it has become evident that they are content with the possibility of children and residents falling in causing injury and death.

On the behalf of my neighbors and I, SPECIFIALLY the Disabled Veterans who gave ALL, we are asking for help. I can provide ALL the receipts, email chains, City Council meeting footage, and notarized documentation. Etc. I have done the footwork for a good attorney to assist us, help us end this corruption and force accountability for those that have given up hope on ever being made whole. We are simply a middle-class community making it day by day like SO many hard-working Americans.
